Dragon scales?

My friend and I are brainstorming on a costume for her to wear to the next comic-con. She is wanting a mashup of steampunk and dragon. I found this pattern, its Butterick B5580 and I thought it was fantastic.
The wrist and shoulder pieces could definitely be seen as dragon hide armor. I will post more pics as  we decide on different aspects of the "look".
